Kingsley + Co. and SO-ACT Take Immediate Action to Protect Senior Residents at Victory Vistas

Kingsley + Co., in partnership with Serving Older Adults Through Changing Times (SO-ACT), announced a significant measure to support senior residents at Victory Vistas, the affordable housing community the two organizations recently developed in Cincinnati’s Paddock Hills neighborhood. After identifying inconsistencies in how certain units were originally classified by a former management team, Kingsley + Co. and SO-ACT have pledged to cover the cost of the proposed rent adjustments for 11 elderly residents through March 1, 2026.


The commitment ensures that no resident will face eviction or displacement while long-term funding solutions are pursued with local leaders, nonprofit partners, and housing authorities. The temporary relief will remain in place as the two organizations continue working with the City of Cincinnati, Hamilton County, the Cincinnati Metropolitan Housing Authority, and state-level housing officials to identify permanent pathways to affordability.


Kingsley + Co. founder and president Chinedum Ndukwe emphasized that the company takes full responsibility for addressing the issue and is committed to ensuring that a situation like this does not occur again. He described the effort as part of Kingsley’s broader mission to protect vulnerable residents and maintain high-quality affordable housing across Cincinnati.


SO-ACT Executive Director Sandra Jones Mitchell expressed similar sentiments, noting that the goal is to ensure stability for every impacted resident while preserving the supportive environment Victory Vistas was designed to provide. Mitchell highlighted the development’s emphasis not only on housing, but on offering seniors access to the resources and services they need to thrive.


The announcement follows a detailed review by the Ohio Housing Finance Agency (OHFA), which was asked by Cincinnati officials to determine whether the proposed rent adjustments complied with federal Low-Income Housing Tax Credit (LIHTC) guidelines. OHFA concluded that the rents fall within federal and state regulations and confirmed that Kingsley + Co. had been fully cooperative throughout the review. The agency also acknowledged that the adjustments were consistent with long-term financial requirements for LIHTC properties.


Since discovering the discrepancies in August 2025, Kingsley + Co. and SO-ACT have taken a series of steps to engage directly with residents and maintain transparency throughout the process. Representatives from both organizations began meeting individually with each affected tenant months ago to explain the situation, review financial support options, and help complete applications for rental assistance through programs such as CMHA, Goodwill, United Way, St. Vincent de Paul, 211, and Strategies to End Homelessness. Kingsley and SO-ACT also contacted nonprofit and federal partners directly on behalf of residents in an effort to secure additional support.


During this period, Kingsley instructed its property manager to halt any eviction-related activity tied to the proposed rent changes. In an effort to improve operational oversight and compliance, the company ended its engagement with the previous property management firm and brought on Beacon Property Management to assist residents and help guide the community through the transition.


Kingsley + Co. and SO-ACT have kept city officials informed throughout the process, providing regular updates since early October. In recent correspondence, the organizations reiterated their shared commitment to ensuring that no senior is displaced and expressed concern that public narratives suggesting otherwise have created unnecessary fear within the community. Both partners emphasized that their focus remains on stabilizing the property, supporting residents, and advancing long-term affordability solutions.


Victory Vistas, which opened in late 2024, offers 50 one- and two-bedroom apartments for residents aged 55 and older. Located in Paddock Hills—an area known for its parks, scenic landscapes, and proximity to key institutions—Victory Vistas was designed to provide safe, modern, and income-restricted housing for seniors on fixed incomes.


Ndukwe reaffirmed that Kingsley + Co. will continue working closely with local, state, and federal partners to secure lasting financial support for residents and maintain the long-term sustainability of the community. He emphasized that senior residents remain the company’s top priority and that Kingsley’s mission has always been rooted in creating and preserving high-quality affordable housing.
