Protecting Residents, Preserving Community: The Victory Vistas Resolution

At Kingsley + Co., our work has always centered on more than buildings. It centers on people, the individuals and families who call our communities home. Recently, Victory Vistas became the focus of public attention surrounding concerns about rent increases. While the headlines told one version of the story, we believe it’s important to share the full picture and the resolution that ultimately protected every resident involved.
Understanding the Situation
Victory Vistas was developed using federal Low-Income Housing Tax Credits (LIHTC), which require a specific number of units to be rented at affordable rates. In this case, 10 units were designated to remain affordable at approximately $600 per month for qualifying residents.
Unfortunately, an administrative error by a former property management company resulted in an additional 11 units being rented at that same reduced rate. While the mistake was unintentional, it created a compliance and financial issue that required correction.
When the discrepancy was identified, residents in those 11 units were notified of potential rent adjustments to align with program requirements. Some of the projected adjustments were significant, and understandably, this created concern and uncertainty.
Our Immediate Response
As soon as Kingsley became aware of the situation and the communications that had been sent, we stepped in. Our priority was clear: no resident would be displaced, and no one would face eviction.
We immediately began working toward a long-term solution that would both address compliance requirements and protect the residents who had done nothing wrong. While discussions were underway, media coverage framed the situation as winter evictions and illegal rent hikes, narratives that did not reflect our intentions or our actions.
Despite the external noise, we stayed focused on what mattered most: stabilizing housing for our residents.
A Collaborative Solution
Through collaboration with Serving Older Adults Through Changing Times (SOACT), we were able to secure housing vouchers for all 11 residents affected by the proposed rent adjustments.
The result:
No rent was ultimately increased.
No resident was displaced.
No one lost their home.
The solution ensured regulatory compliance while preserving affordability for the individuals involved. Most importantly, it upheld our commitment to protect the community we serve.
Moving Forward
We recognize that trust is earned through action. While the initial coverage highlighted the conflict, it did not reflect the resolution or the steps taken to safeguard residents.
Victory Vistas remains a vibrant community, and we remain committed to responsible property management, regulatory compliance, and tenant stability. Challenges can arise in complex housing environments, but how they are resolved matters.
In this case, we kept our promise.
